You will serve as a PROGRAM ANALYST in the Regional Contracting Office of MARINE CORPS BASE QUANTICO.
Duties
You will responsible for the local direction, implementation, oversight and administration of the program to ensure compliance with the departments policies and procedures.
You will interpret and ensures all regulatory and administrative guidelines and policies have been met for individual and corporate accounts.
You will resolve issues and disputes between cardholders, approving officials vendors, contractors, and the financial institution issuing the card such as debits and credit issues.
You will audit cardholder accounts by reviewing all occurring transactions during the reporting period for funding, vendor rotation, prohibited items, suspicious vendors, split purchases, exceeding the micro-purchase threshold, and fraud transactions
You will ensure training courses are appropriate to the individual’s role assignment and electronic or manual certification system within the program.
You will approve the issuance of cards and spending limits, and performs overall account maintenance to ensure AO and cardholder profiles are appropriate for the local mission.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, coordinating and managing the Government Purchase Card Program (GCPC) and procurement of supplies and services programs to ensure regulatory compliance with federal law and regulations.
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assist with planning and coordinating the Government Purchase Card Program (GCPC); familiar with federal laws and regulations; assist with analyzing policy and procedural problems.

Master's or equivalent graduate degree
