Duties
Performs full range of national/regional project management activities to include planning and management.
Performs project management work for which technical problem definitions, methods, and/or data are highly incomplete, controversial, or uncertain.
The incumbent establishes, leads, directs, and coordinates the project team to accomplish project objective.
Provides analyses of alternatives based on management principles and application of regulations and procedures.
Develops strategies and recommendations to address major project issues involving funding, data management, and policy implementation.
Conducts comprehensive project studies in which findings are incorporated into policies and regulations that effect federal and/or industry practices nationwide.
Represents on controversial problems/issues associated with project activities. Formulates and presents special reports and formal briefings concerning projects (i.e., from the preliminary planning stage through project completion.)
Leads and serves on various committees internal and external. Develops long-range plans, programs, and/or precedents of an authoritative and advanced nature.
Makes long-range proposals and defends findings in public/high-level forums. Evaluates overall plans and proposals for large-scale projects developed by contractors.
Coordinates with management and senior specialists to define the scope of each project and to determine necessary time, money, personnel, equipment, licenses, permits, and other resources to complete each project.
Develops schedules to efficiently plan for project activities. Determines objectives, measures projects and evaluates at their completion. Develops, coordinates, plans, and oversees commitment/work arrangements of national/regional program resources
Coordinates and leads project team members in identifying and collecting necessary data, interpreting, analyzing data, developing, evaluating alternatives, and preparing appropriate documentation.
Evaluates and advises on use of new technology/equipment for incorporation into existing program operations. Ensures work performed by staff is in accordance with appropriate laws, regulations, and policies applicable to individual projects.
Maintains detailed records on progress of work. Sets up files to ensure project information is appropriately documented/secured. Monitors progress of project and adjusts to ensure successful completion.
Reviews progress/results and makes recommendations; incorporates new applications and improved technologies; applies business practices to achieve timely/successful completion of project objectives.
Monitors/recommends/approves project expenditures and reports any variance to the appropriate senior manager for review. Expends project funds according to established accounting policies/procedures and ensures all financial records are up to date.
In consultation with managers, employees, and stakeholders the incumbent identifies the appropriate skill sets of employees/contractors necessary to perform project activities.
Interprets/provides guidance to project workers and stakeholders on applicable laws, regulations, policies, and procedures. Establishes working relationships with federal, state, local agencies, and interested public to complete project processes.
Acts as liaison with federal officials, Tribes, state agencies, and the public. Aids/guides individuals/work teams to resolve problems/provide solutions. Provides reports to stakeholders and communicates as outlined in funding agreements.
Facilitates communication regarding key issues between decision makers, other Government organizations/entities, Tribes, Non-Government organizations, local organizations, and community leaders.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience managing large site types and linear projects; has experience managing Fixing America's Surface Transportation Act (FAST Act) projects; has experience leading interdisciplinary teams for compliance with environmental laws, regulations, and policies such as National Environmental Policy Act (NEPA), Endangered Species Act (ESA), National Historic Preservation Act (NHPA); effective oral and written communications with internal and external stakeholders regarding complex or controversial projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Education
This position falls under the 0301 Miscellaneous Administration and Program Series and is covered under general series requirements for Administrative and Management Positions.

There is no substitution for education at the GS-13 level.
