This position is located in the Office of Public Health within the Office of Patient Care Services, Department of Veterans Affairs. Public Health is responsible for improving the health of Veterans through professionally developed policies and programs relating to nationwide public health surveillance, prevention, intervention or treatment, and research.
Duties
The major duties of the Health System Specialist include, but are not limited to:
Designs and conducts studies to identify trends and deficiencies in healthcare delivery systems.
Respond to requests for data and information.
Uses critical thinking skills to interpret data.
Mastery of pertinent Federal and State laws, regulatory bodies/ agencies, and regulations that govern health care organization.
Expert level knowledge of administrative laws, policies, regulations and precedents applicable to VA healthcare programs.
High degree of analytical ability and specialized healthcare knowledge to the quantitative and qualitative analysis of the management of healthcare policy and delivery systems.
Presents complex and sensitive reports to internal and external stakeholders.
Composes sensitive correspondence appropriate for use by executive level management.
Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
UNDERGRADUATE AND GRADUATE EDUCATION: undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields, such as business or public administration, with course work in health care administration. OR
SPECIAL PROVISION FOR INSERVICE PLACEMENT: Completion of an agency-sponsored on-the-job training program, which included a formal individualized training plan. The training program should have been performed in an operating health care system and included:
1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Implementing and evaluating policies, plans, and internal operational systems such as correspondence and tasker management, information tracking among pertinent offices and stakeholders, and internal/external communication flows as assigned.
Providing high-level coordination of studies, investigations, and program communication and activities.
Triages requests from Services, drafts initial responses for executive leadership, and ensures that deadlines are met.
Designs and conducts studies to identify trends and deficiencies in healthcare delivery systems.
Responds to requests for data and information.
Tracks both routine and uncommon deadlines to ensure timely submission of responses and actions.
Gathers additional information from subject matter experts within the program and integrates the information into a coherent final response
Drafts briefings or presentations to present findings and provide recommendations to improve operations.
Gathers necessary background materials for executive leadership to understand the goals and objectives of the meeting or workgroup and the members in attendance.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The position is sedentary and mainly involves working on a computer. The position is engaged in a minimal amount of lifting, stooping, and reaching associated with working in an office environment. No special physical demands.
