This position is located in Service Center Operations Directorate, Texas Service Center.
As an Operations Support Specialist, you will manage and monitor budgets and allocations within a service center. They provide support and guidance on budgetary issues and problems.
Duties
The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
Support Resource Management, Financial Management, and Procurement functions which include budgeting, planning, accounting, and execution of funds through associated automated systems and assertion of governing regulations.
Independently conduct automated system actions, validate proper and accurate fund allocations and commitments, and provide assurance and auditing of account activities.
Perform weekly and monthly account reconciliations and reports; monitor, advise and present reports on fund balances, allocations, and budgets as they relate to overall operational needs and spending targets.
Develop and maintain Financial Management, Budget and Purchasing databases; provide technical assistance to users; program, plan and resolve issues.
Act as the Funding and/ or Approving Official for Travel and Procurement requirements as the subject matter expert for financial management and procurement activities; resolve invoice and contractual invoice, payment, and technical acceptance issues.
Track and report status and dependencies to meet requirements in support of data calls. Manage logistics for travel training program.
Provide supporting documentation and assist staff on both Financial and Travel systems. Review/respond to travel FTR policy inquiries from internal and external Customers.
Serve as a Purchase Card Holder and be responsible for preparing procurement actions and other micro-purchases in accordance with Federal Acquisition Regulations, federal laws, rules/regulations, and USCIS guidelines/procedures.
Be proficient in Microsoft Office Suite and Adobe Acrobat DC.
Qualifications
The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/02/2023.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/02/2023.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Compiling reports and data to support various budget execution status and activities, such as budget/accounting information using financial databases and systems and reporting software.
Conducting, coordinating and monitoring budgetary projects within an assigned program or office.
Performing reconciliations of various administrative systems, researching and resolving discrepancies.
Preparing preliminary and finished budgetary reports and documents. OR
You may substitute a doctoral degree (PhD or equivalent degree), or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. (if related for experience) at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-12: In addition to the requirements at the lower grade level(s), you qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
Performing a full range of budget oversight, to include control and accountability of budget and procurement information, transactions and processes.
Interpreting budget and procurement instructions, administrative memoranda and regulatory guidelines for auditing and reporting on completeness and accuracy; assessing and resolving local impacts.
Monitoring fund balances, commitments and spending targets to ensure continuity of operations and performing reallocations as necessary.
Developing alternatives and recommendations to identify and resolve key accounting, budget and procurement issues and areas of special concern.
