The Department of Energy's (DOE) Office of Intelligence and Counterintelligence (DOE-IN) identifies and mitigates threats to US National Security and the DOE Enterprise and informs national security decision-making. The DOE-IN advises policymakers on threats to and opportunities for US national security in nuclear, energy, cyber and a number of science and technology (S&T) fields.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
At the full performance level GS-13, Management and Program Analyst, you will:
Serve as an analyst and/or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or a DOE-wide functional program office with impact across field components.
Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance.
Provides advice and guidance for improvements and anticipates areas of concern.
Provide policy and program oversight, including articulating requirements for the access and request system.
Develop and maintain a comprehensive list of Non-Title 50 (NT-50) users, their mission requirements, accesses, expiration dates, and sponsors.
Act as the Joint Entitlement Management Service (JEMS) approver for NT-50 users at Headquarter (HQ).
Requirements

- May be required to successfully complete a one year trial period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.

For the GS-13 position, experience must be at least equivalent to the GS-12 level:
Managing programs or policy requirements to achieve program goals and objectives.
Analyzing management information requirements to determine users authorization.
Assisting with the development of required users training for system access.
