Duties

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for coordinating missile defense combat systems readiness, maintenance, and technical support as the liaison for the Aegis Ballistic Missile Defense (BMD) capable ships, Fleet staffs, and Repair and Training Activities within the C3F Area of Responsibility. Main focus areas are Missile Defense Readiness, Wargames and Exercises (development/execution), testing (ground/flight), missile defense planning and policy development. Maintaining situational awareness via training in systems that synthesize the missile defense data the Warfighter utilizes to execute the missile defense mission, and will participate in all collective Warfighter forums that take developmental missile defense systems delivered by MDA and support development of operational plans and policy for mission execution. This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path. As a Program Analyst at the NH-0343-4 broadband level some of your typical work assignments may include: Develops studies, trend analysis, and reviews on highly complex problems that cross organizational boundaries and promulgates solutions. Assesses delivered missile defense capabilities at the warfighter level and provides feedback to the capability development process pertaining to the Focused Fleet Feedback Program. Coordinates warfighter engagements with MDA leadership, Joint Staff, services & industry to improve missile defense operational effectiveness. Provides managerial and technical support in development and monitoring of missile defense related sustainment efforts including reliability and maintainability studies relating to missile defense and the Aegis Weapon System (AWS) combat system elements. Provide response to emergent fleet issues primarily and provide initial distance support triage and resolve fleet issues, particularly in support of deployed units. Report and track status of Aegis Combat System (ACS)/ AWS Casualty Reports (CASREPs) to include notifications of high visibility CASREPs when received and providing daily reporting updates enhancing readiness and supporting operational decisions. Supports readiness initiatives in conjunction with various field activities, In-Service Engineering Agents (ISEA), Repair and Maintenance Commands, Destroyer Squadrons, Carrier Strike Groups, Aegis BMD-capable Ship Commanding Officers and Naval Supply (NAVSUP) in identification and resolution of missile defense and AWS system readiness issues. Serve as the Sea-Based Weapon System Program Office Subject Matter Expert (SME) in support of U.S. Navy, Joint and Multi-Lateral missile defense planning, exercises and operations and possess expert knowledge of Operational Doctrine and Tactics, Techniques and Procedures (TTPs) for employment of Maritime and Land-Based Integrated Air and Missile Defense (IAMD) forces.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with Warfighter feedback processes and technical approaches for synchronization and alignment of a missile defense system, military doctrine, training and maintenance infrastructure processes. Plan and assess missile defense capabilities at the tactical and/or operational level, and resolve missile defense mission readiness issues related to fielded maritime and land-based capabilities. Experience with Operational Doctrine and Tactics, Techniques, and Procedures (TTPs) for employment of Maritime Integrated Air and Missile Defense (IAMD) forces in a Joint/NATO environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Please limit your resume to five pages.
