The Primary Purpose of the Position is: To provide or obtain a variety of management services: administrative, management and program analysis, strategic planning, budget and finance, human resource management, supplies, equipment, space and materiel.
The Organizational Location of the Position is: Office of the Chief, Connected Care Service, VA North Texas Health Care System (VANTHCS), Dallas, Texas.
Duties
Duties include but not limited to:
Administrative Management
Plans, develops, and evaluates all administrative issues of this multi-site service. Provides administrative guidance to the Office of the Chief, Connected Care. Represents the Office of the Chief, Connected Care in all administrative matters.
Serves as the liaison for the Office of the Chief, Connected Care and other VANTHCS services concerning administrative issues when the activities cross organizational lines. This includes administrative oversight responsibility over administrative office personnel.
Interprets regulations, monitors performance measures, initiates and approves training details and other like general functions. Recommends organizational alignment and organizes special programs and projects such as performance improvement.
Management and Program Analysis/Strategic Planning
Coordinates, advises, analyzes, and plans the delivery of health care services by Health Informatics to the healthcare system. Facilitates interaction with all departments and disciplines in this VHA level IV complexity facility as well as all of VANTHCS for documentation and the delivery of patient care.
Acts as liaison between Connected Care and other entities regarding documentation, patient care, and staffing. Serves in part acting capacity in other HSS and administrative roles throughout VANTHCS as requested by executive leadership.
Coordinates the development of proposals and new programs for Connected Care, ensuring that they are consistent with VANTHCS, VISN 17 and VACO goals and policy.
Provides counsel to the Chief of Connected Care and Service Supervisors on proposed solutions that would enhance quality documentation, patient care, and resource utilization on health care delivery systems and operations issues. Such counsel encompasses a wide range of issues such as patient flow, documentation of care, performance measures, patient care, operations, compliance, and stakeholder feedback.
Performs special investigations for the Medical Center Director as required. This entails Investigations such as reports of survey, personal claims, inappropriate documentation, patient abuse, and disciplinary/adverse action. Performs miscellaneous investigations, AIBs, RCAs, HFMEAs, mediations, etc.
Supervision and Personnel Administration
Manages positions, requests funding for the filling of vacant positions and the establishment of new positions. Identifies problem areas and provides management with solutions to correct poor work situations, and prevent potential problems, including staff shortages. Works as a liaison with Human Resources Management Service for classification, filling vacant positions, and employee relations.
Meeting and Committee Participation
Represents the Chief in all administrative matters. Serves as the liaison for the Office of the Chief, Connected Care and other VANTHCS services concerning administrative and clinical issues when the activities cross organizational lines.
Budget/Financial Management Supplies, Equipment, Space and Material
Develops the annual Business Performance & Improvement Plan (BPIP) for the service, which encompasses the annual budget plan, budget worksheets, and budget forecast for the service's control points.
Monitors reconciliation and administration of all Electronic Inventory Listing accounts for Health Informatics and ensures prompt reporting of excess equipment to Logistics. Monitors the maintenance of Connected Care equipment and facilities. Secures proper justification when submitting supply requisitions.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing systems to analyze data, prepare detailed quantitative and qualitative reports and evaluate program trends to make recommendations; monitors service expenditures to ensure budget compliance; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; coordinates supply, equipment procurement, staffing and personnel actions; advising staff on the status of actions and recommendations; review and update policy and procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate level education leading to such a degree or LL.M., if related. (Transcripts Required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Graduate Level (Transcripts Required).

Physical Requirements: Moderate lifting, 15-44 pounds, reaching above shoulders, walking, standing, use of fingers required. Near vision correctable at 13' to 16' to Jaeger 1 to 4 required.
