This position serves as a Program Analyst (Facility Planner) for the Facility Planning & Design Section of the Central Arkansas Veterans Healthcare Facility. They are responsible for facility planning, strategic planning, space allocation at the macro level, & therefore represents the executive leadership in its dealings with the rest of the organization.

Duties

Provides guidance and support to executive strategic planning meetings. Coordinating activities within the Facility Planning and Design Section to ensure programmatic planning is incorporated with space planning priorities including the master plan and long-term capital plan. Analyzing, evaluating, and reviewing proposed organizational changes requiring establishment, consolidation, and transfer or regrouping of functions for one or more services, or sub-organizational units which affects bargaining unit employees and results in a change in working conditions. Directly responsible for overseeing the overall planning, development, design, implementation, and overall management of station-level projects. Coordinates all aspects of assigned P&D projects. Responsible for project master scheduling and risk assessment activities. Minimize project delays. Work Schedule: Monday Friday 07:30 am - 4:00 pm, subject to change based on the needs of the agency. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Making recommendations for best uses of space for the organization. Providing ways to improve existing space and making recommendations for new location. Designing and planning the installation of facilities in buildings and establishments according to the allotted space and budget. Develops and designs feasibility studies for review. Continuously updating data such as number of employees, vacant workspaces and other pertinent facility information. Experience must be listed in your resume to receive credit. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent must work throughout all areas of the medical center and campus and will frequently be required to attend or coordinate walk-throughs. In rare instances, he/she must go in out-of-the-way areas such as pipes chases, roofs, attics, interstitial spaces, equipment rooms, etc. which may require walking kneeling, bending, stooping, crawling, etc. He/she will be required to wear personal protective equipment as necessary. Project demands may require work at other than normal administrative hours. The incumbent may be required to travel to off-site meetings within the VISN 16 network and other locales.
