This position is organizationally part of the Director's Office and reports to the Deputy Executive Medical Center Director.
Duties
- Serves as facility lead on establishing and facilitating Integrated Product Teams, (IPT).
- Educates IPTs on process to acquire needed resources to move projects from start to finish.
- Incumbent will serve as Custodial Officer for all Electronic Inventory Listings (EIL) items for the Office of the Director.
- Incumbent will serve as records management liaison for the Office of the Director.
- Incumbent will support Disaster Emergency Medical Personnel System (DEMPS) activities as a liaison for the Office of the Director.
- Serves as advisor to Senior Facility Leadership on impact of ongoing projects.
- Collects, enters, tracks, and analyzes data received then consolidates data and reviews to ensure accomplishment of objectives, timeliness, and acceptability are met and presented to leadership.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am-4:30 pm, subject to change based on the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-09
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience providing administrative support such as being the first point of contact and routing information.
Experience with data analysis and advising and providing guidance based on the data; as well as create and compile reports based on the data.
Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information. OR,
Experience must be listed in your resume to be credited.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above which totals in excess of the the first year or an excess of 18 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information.
Experience working with higher authorities to provide guidance, recommendations.
Experience monitoring a variety of programs, conducting organizational studies, and improving the effectiveness of program operations. OR
Experience must be listed in your resume to be credited.
Education: Substitution of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required).
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above which totals in excess of the second year or an excess of 36 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: Although no unusual physical demands are required, the Program Analyst to the DED may frequently work under stressful conditions involving disgruntled customers, concerned patients/families/constituents, communication breakdowns, and deadlines set by the Network or Central Office. Physical requirements include walking, standing, bending, and carrying of light items such as medical records, etc. Travel between the Little Rock and North Little Rock hospital campuses, CBOCs and outside events is sometimes required.
