This position is that of a Program Analyst which performs statistical analysis of many services provided by Engineering Service. Studies various programs and services within Engineering Service, develops statistical analysis of these programs and provides monthly reports to Engineering management (i.e., personnel management, work order statistics, shuttle service program usage, and customer service initiatives, etc.).
Duties
Duties include but are not limited to:
Provides personnel management support to a large, complex organization with varied functions and activities with new and changing requirements.
Assist supervisors with forecasting and recommending staffing needs, writing of position descriptions, job analyses and category ratings, reviews draft announcements and benchmarks, coordinates selections for positions.
Works closely with HR staffing specialist to follow up on all personnel actions and tracks all aspects of the recruiting process.
Solicits information, collects data and performs analytical evaluation on information submitted by Engineering Foremen/ Supervisors and provides consolidated analysis to Engineering Service management on a monthly basis.
Provides organizational/technical and administrative assistance in the day to day operations and strategic planning for all phases of personnel management within Engineering Service.
Responsible for a variety of administrative programs such as Automated Data Processing Coordinator (ADPAC), Educational Associate for Engineering, processes Travel Request, serves as Tenant Manager for Quarters, etc.
Performs program cost analyzes, performance of cost benefit or economic evaluations of programs as an effective means of solving problems or addressing potential service related issues.
Ability to logically communicate orally and in writing to convey information and skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
Knowledge of appropriate VA policies, VA directives, operating procedures, information flow and of prevailing automated practices in Engineering Service currently used to support the Medical Center.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30 am to 4:00 pm; subject to change based on the needs of the agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement:Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For GS-07:
Specialized Experience for the GS-7 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience would include, but not limited to:
Experience in providing a wide variety of administrative support, develops programs for data submission, data tracking, data validation, data analysis.
Experience using office automation programs such as Microsoft Word, Excel, PowerPoint and SharePoint.
Experience utilizing electronic systems to gather processes, practices and policies to accomplish time or project functions. OR,
Education: One (1) full year of successfully completed graduate level education or superior academic achievement, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration). This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume.
For GS-09:
Specialized Experience for the GS-9 level: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience would include, but not limited to:
Experience providing a wide variety of administrative support, develops programs for data submission, data tracking data validation and data analysis.
Experience using office automation programs such as Microsoft Word, Excel, and PowerPoint.
Knowledge or experience with HR processes, practices and policies. OR,
Education: Successfully completed a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
