The primary purpose of this position is: To serve as a senior cyber exploitation analyst and subject matter expert supporting the Directorate of Operations (FTX433). Provides/enables integrated intelligence, surveillance, and reconnaissance (ISR) capabilities to collect, process, exploit, and disseminate (PED) accurate and timely information to successfully plan and conduct operations.
Duties
Serves as a senior cyber exploitation analyst.
Conducts and oversees the most complex analysis of cyber intelligence.
Manages and oversees intelligence projects.
Serves as a senior technical authority on ISR issues for agency leadership.
Develops and presents ISR capabilities within the NSA-TX Directorate of Operations to a wide variety of service, national, and coalition customers.

- Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI)

- Computer Forensics, Cyber Security, Software Engineering, Information Assurance, or Computer Security) degree is highly desirable

- Emergency Essential: This position is Emergency Essential (E-E). In event of a crisis situation, the incumbent, or a designated alternate, must continue to perform the E-E duties until relieved by proper authority
- The incumbent or designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing capability of the organization
- To function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of intelligence requirements processes and architectures for space-based, airborne, surface and ground-based ISR assets; and the ability to assess impact of proposed or actual changes in technical requirements, documentation, training, schedules, and deviations from existing plans. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive experience must be in computer or information systems design/development, systems architecture, programming, information/cyber/network security, vulnerability analysis, penetration testing, computer forensics, cybersecurity, Machine/Network Virtualization, Cloud Infrastructure, Virtual Containers, Malware Analysis, Operating Systems, Signals Development (SIGDEV), Software/Hardware Reverse Engineering, Network Analysis, Protocol Analysis/Profiling, network exploitation, Persona Analysis, software analysis, debugging, network intrusion detection, and/or systems engineering. If not credited toward education requirement, completion of military training in a relevant area such as JCAC (Joint Cyber Analysis course), Undergraduate Cyber Training (UCT), Network Warfare Bridge Course (NWBC)/Intermediate Network Warfare Training (INWT), Cyber Defense Operations will be considered towards the relevant experience requirement (i.e., 20-24 weeks course will count as 6 months of experience, 10-14 weeks will count as 3 months of experience). Relevant sequences of certifications can substitute for 1 year experience.
2. Knowledge of a comprehensive range of cyber intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities, new hypotheses and theories, and threat assessments related to analysis and mitigation operations within the NSA-TX/Directorate of Operations.
3. Knowledge of NSA Directorate, Agency, Service, DoD, and national level doctrine & policy, guidance, and initiatives related to assigned Cybersecurity programs. Ability to lead peers and Directorate level study teams, and decision makers from across the Agency and Intelligence Community in discussions to innovate and implement new ideas, staff projects, and methodologies.
4. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations related to cybersecurity. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience, and present and/or justify a cybersecurity position effectively.
5. Skill in planning and managing enterprise-wide projects involving innovative concepts or approaches where precedents do not exist. In conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.
6. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
7. Ability to handle classified data in accordance with established DoD and Intelligence Community procedures.
