You will serve as a Contract Specialist in the Submarine and Fleet Support Branch (Code 451), Submarine and Availability Support Branch (Code 451), Submarine and Availability Contracting Division (Code 450), Contracting office (Code 400) of NORFOLK NAVAL SHIPYARD.
Duties
You will perform pre-award and post award functions to include planning, soliciting, evaluating, cost/price analysis, negotiating and administering contracts.
You will develop contract strategy considering the availability of funds, extent of competition, urgency, production lead time, delivery requirements, need for government furnished material/property, option requirements and other factors.
You will be responsible for determining the most advantageous type of contract to satisfy the Government's need.
You will be responsible for initial decision to use a Finn Fixed Price (FFP), Cost Plus Fixed Price (CPFF), Cost Plus Incentive Fee, Cost Plus Award Fee (CP AF), or other type of contract.
You will develop the Source Selection Plan, past performance criteria to be utilized to evaluate offers, and criteria to evaluate cost proposals for cost type contracts.
You will advise planning personnel on adequacy of specifications, special provisions, pricing considerations, competitive source selection processes and procedures.
You will develop all required supporting file documentation including justifications and approvals, determination and findings and deviation and waiver requests.
You will conduct deck plate negotiations aboard ships to satisfy urgent requirements and issue amendments to change solicitation and performance dates, to respond to bidder questions concerning work definition and performance requirements.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications
GS-12
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in managing and coordinating activities in order to maintain the status of, and to control, various contractual actions occurring concurrently to assure that these actions take place in a timely manner.
Experience overseeing acquisition of systems or services where significant aspects are not covered by existing and accepted contracting policy and methods.
Experience and mastery of contract administration/management principles, policies, regulations, practices, and procedures for contracts with technical specifications and special contract terms, conditions and cost structures such as cost reimbursement, fixed-price and award-fee.
Experience negotiating principles in developing pre-negotiation strategy and conducting negotiations.
Experience directing post award negotiations involving contract changes or modifications.
GS-11
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience negotiating principles in developing pre-negotiation strategy and conducting negotiations.
Experience directing post award negotiations involving contract changes or modifications.
Experience performing detailed price and cost analysis principles and basic accounting practices.
Experience performing detailed price and cost analysis principles and basic accounting practices.
Experience applying oral and written communication methods and techniques in order to work with business, industry, technical and other government officials from diverse backgrounds.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

3 full academic years of progressively higher level graduate education
or
Ph.D. or equivalent doctoral degree
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
