The primary purpose of this position is to manage the equipment and to serve as the program manager for all Facilities and Equipment issues related to the transportation requirements and vehicles utilized for the production of aircraft undergoing overhaul and modification in all production squadrons. Administer Equipment/Facilities/Vehicle Control Parking Plan Programs.

Duties

1. Serve as the equipment program manager for transportation related support equipment, manlifts, cranes, forklifts, and calavars. 2. Serve as facilities program managerfor airfield related facilities issues. 3. Serve as the Maintenance Group vehicle control manager. 4. Monitor vehicle safety training, as required. 5. Work to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing equipment and serving as the program manager for facilities and equipment issues related to the transportation requirements, and vehicles utilized for the production of aircraft undergoing overhaul and modification. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a 1 full year of graduate level education may be used to qualify applicants for the GS-09 level. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of statistical methods and techniques required analyzing data obtained through evaluations, fact finding and/or other investigative means. Skill and ability to prepare and deliver briefings and reports to all levels of management. Knowledge of overall mission and specific goals of the squadron. Skill in communication, both orally and in writing, and must possess tact in dealing with others. Knowledge of safety and security procedures. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. Knowledge of Aircraft Industrial Facility and Aircraft Maintenance Flightline. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Job requires extensive walking, climbing and inspections of hard-to-reach equipment in an industrial environment. Work Environment: Work is performed inside/outside in a production environment. Continuously subject to shop hazardous environment. Required to wear personal protective equipment when required; includes hearing protection, eye protection, etc. May be required to travel by military or commercial transportation in the performance of temporary duty assignments.
