This developmental position, located within Patient Safety Service under the Office of High Reliability, North Florida/South Georgia Veterans Health System, Gainesville, FL, composes a career ladder structure to the full performance level of Program Analyst, GS-343-11. The primary purpose of this position is to provide objectively based information for making decisions on the programmatic aspects of organizational operations and management to improve patient safety.
Duties
Duties include, but are not limited to:
Recommends patient safety systematic solutions for program officials and supervisors.
Provides higher management with reports, evaluated information, organizational and management proposals and advises them of innovative patient safety products.
Investigates facts; presents conclusions, patient safety recommendations and alternatives.
Reviews and reconciles large amounts of event data.
Conducts queries of the Patient Safety Incident Reporting System.
Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of patient safety program.
Prepares and analyzes data and makes recommendations for improvement.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS 7
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: 1. Participates in completing analyses of data and identifying programmatically significant findings. 2. Provides basic quantitative and qualitative analysis and evaluation concerning effectiveness of programs in meeting established goals, measures, and objectives. 3. Investigates facts, presents conclusions, patient safety recommendations, and alternatives. 4. Works with frontline staff to obtain concurrence of patient safety recommendations, develops alternative courses of action, and mutually resolve problems OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess (1) one full year of graduate education or superior academic achievement, Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
GS 9
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. Prepares and/or reviews reports involving trend analyses and ensures follow up in these areas for the facility's patient safety program. 2. Establishes study methods and techniques to be utilized in program studies and audits. 3. Participates in local, VISN, and national patient safety discussions and meetings with management officials and employees and shares information with staff. 4. Gathers and organizes narrative and statistical information using established methods, techniques, and precedents. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of education and experience. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1. Recommends patient safety systematic solutions for program officials and supervisors including modified work methods, procedural changes, systems variations, and acceptance of new technology developments. 2. Recommends improvements in program operations to promote patient safety, patient satisfaction, and efficiency. 3. Analyze data and conduct background research on issues. 4. Provides higher management with reports, evaluated information, organizational and management proposals and advises them of innovative patient safety products necessary for effective direction of program operations.
