You will serve as a SUPERVISORY PROGRAM ANALYST (TOA DATA CONFIGURATION MGMT) in the Table of Allowance (TOA) Requirements Division, Expeditionary Business Line (EXBL) of NAVFAC OSF.

Duties

You will ensure the materiel allowances reflect the materiel solution needs of the warfighter for current and future operations. You will be supervising a branch of analysts and logistics management specialists who build and maintain the materiel allowance data sets through a series of collaborative processes. You will deliver alternatives that support mission and operational readiness capabilities. You will plan work to be accomplish, set priorities, assign work to subordinates, advise and counsel employees, identify training needs, and set and develop performance standards.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security Secret clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Incumbent must be able to obtain and maintain a SECRET security clearance based on a T3 or T3R Personnel Security Investigation (PSI) in the performance of the duties of this position, every 10 years.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Applying requirements and risk analysis processes; 2) Providing leadership and guidance to employees, scheduling and developing employee work and priorities and resolving employee complaints and grievances; 3) Utilizing database constructs and hierarchical relationships and conducting analysis to ensure data quality; 4) Developing concise and meaningful briefings, presentations and technical reports to support decision making; and 5) Providing administrative and/or operational support, developing project plans, estimating levels of effort to carry out plans and tracking changes over time while maintaining and outfitting of Tables of Allowances (TOA), supporting and total life cycle systems management of expeditionary information technology, engineering support and material handling equipment.
