You will serve as a PROGRAM MANAGER in the Program Executive Office Aircraft Carriers (PEO CVN), PMS 312 In-Service of PROGRAM EXECUTIVE OFFICE CARRIERS. You will be responsible for the acquisition and development of the aircraft carrier force encompassing design, development and acquisition of the future aircraft carriers, as well as maintenance, life-cycle support and modernization of the current carrier fleet.
Duties
You will demonstrate knowledge of program management, including financial management and contracting, in conducting long range planning and execution for acquisition, in-service support and sustainment programs.
You will be experience in DOD/Navy major acquisition policies, practices and processes.
You will possess the ability to define contract requirements, assist with the development of contract strategies and execute contracts.
You will assist in balancing the many factors required to establish contractual priorities, milestones and execution in support of fleet requirements.
You will provide direct support to the Contracts Execution Manager with the preparation and coordination of pre and post award acquisition and technical documentation; IAW the FAR, DFARS, DOD, SECNAV, and NAVSEA policies and procedures.
You will develop documentation in support Sole Source (SS), Competitive, and Small Business Set Aside (SBSA) Solicitations.
You will develop Acquisition Strategies and Plans, Determinations and Findings (D/F), Justification and Approvals (J/A’s), and Source Selection Plans (SSPs).
You will monitor and track associated contractual related actions for individual work packages to ensure compliance with general terms and conditions of contracts during the post award.
You will assist in the planning and facilitate programmatic data calls, document reviews, metric reports and presentations in support acquisition related information.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading the design, development and acquisition of the life cycle strategies for support and modernization of an aircraft carriers program.
