This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as the Engineering Technician (Civil), GS-0802-11 with the Fort Carson Directorate of Public Works located in Colorado Springs, Colorado.
Duties
The primary purpose of this position is to perform the full scope of non-professional technical civil engineering work, and planning and estimating in the Engineering Division.
Projects developed and designed include both repair and maintenance of existing infrastructure systems as well as new construction.
Design, plan, and estimate complete civil engineering projects, for execution by contract, or Troop Construction, which range from single-scope projects of limited size to larger projects which impact on other specialties.
Projects include construction, maintenance, alteration, and repair of various roadways, airfields, improved and unimproved grounds, parking lots, motor pads, utilities, drainage systems, etc.
Provide statistical/narrative analysis, on the most economical and feasible type of construction, types of materials, location, etc., while considering codes, energy conservation, environmental restrictions, history, preservation, and time.
Research and provide solutions for technical work requests submitted by others regarding civil engineering problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to complete a Tier 1 background investigation.
- Incumbent must possess and maintain a valid State of Colorado driver's license.
- A pre-employment physical is required due to the physical demands of the position.
- Incumbent is required to operate motor vehicles (not to exceed 1 ton) in performance of duties.
- Temporary duty travel may be required at least 5% of the time for travel related to training or conferences associated to duties of the position.

Specialized Experience is described as: One year of specialized experience which includes experience providing Civil Engineering technical support on Public Work Projects such as; preparing engineering designs, project plans, detailed specifications, and cost estimates; applying civil engineering knowledge and construction practices for; modifications, maintenance and repair of Government Facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS-10).
