About the Position: El Paso is a jewel in the desert. Nestled between the rugged Franklin Mountains and the historic Rio Grande, this dynamic border community combines the advantages of a major metropolitan center with the ambience and neighborly charm of a modern western town. Just outside Fort Bliss' gates is "Sun City", the 19th largest city and one of the safest cities for one its size in the United States.

Duties

Develop preliminary packages for assigned repair, construction, and renovation projects in accordance with the Annual Work Plan (AWP). Estimates material, labor, and man-hour requirements, direct labor and material costs for construction and repair projects utilizing four or more different trades and craft s skills and including all phases of the project. Serve as an official point of contact for all work requests, coordinating priorities and overall needs for annual work planning. Assist in the completion of the Installation Status Report - Infrastructure (ISR-I) program. Responsible for the overall coordination and execution of special projects and studies. Utilizes General Fund Enterprise Business System (GFEBS) to retrieve information about functional locations, costs of associated repairs, and conducts a trend analysis of the common repairs to the facilities.

  • Must obtain and maintain a valid State driver's license.
  • Must be able to obtain and maintain a Secret Security Clearance to have access to classified information and attend classified meetings.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: (1) developing planning estimates on requests submitted for repair projects; (2) preparing packages for work orders submitted on repair, construction, sustainment, and/or modernization work; and (3) utilizing estimating software to input information needed for work order requests submitted. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering, Mechanical Engineering, Electrical Engineering, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
