About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Temporary Duty (TDY) travel is 5 percent on an annual basis. to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Serve as an Engineering Technician with functional responsibility of the evaluation and surveillance of the facilities engineering support services and construction contracts for Directorate of Public Works, Fort Bliss Texas Serve as the Contracting Officer Representative (COR) for base services and construction contracts. Provide contract personnel with interpretation and explanation of technical specifications, requirements, and terms and conditions as they relate to the contract. Consult and advise on planning, coordinating, organizing, and implementation of all phases of the operations and repair program for the installation. Perform quality assurance surveillance and physical inspection of all real property facilities to include buildings, roads and grounds, pest management and other maintenance and repair services performed by facilities support contracts. Prepare estimate, analyze by comparison to empirical cost data, and current replacement costs for repairs to and/or demolition of a facility.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
