About the Position: Serve as an Engineering Technician with functional responsibility of the evaluation and surveillance of the facilities engineering support services and construction contracts for Directorate of Public Works, Fort Bliss Texas
Duties
Serve as the Contracting Officer Representative (COR) for base services and construction contracts.
Provide contract personnel with interpretation and explanation of technical specifications, requirements, and terms and conditions as they relate to the contract.
Consult and advise on planning, coordinating, organizing, and implementation of all phases of the operations and repair program for the installation.
Perform quality assurance surveillance and physical inspection of all real property facilities to include buildings, roads and grounds, pest management and other maintenance and repair services performed by facilities support contracts.
Prepare estimate, analyze by comparison to empirical cost data, and current replacement costs for repairs to and/or demolition of a facility.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a requirement to lift up to 35 lbs. in the regular performance of duties.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires the completion of a pre-employment Physical Examination.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position may require work on us federal holidays, weekends, or overtime / callback.

Specialized Experience: One year of specialized experience which includes 1)developing specifications covering various phases of construction work; 2) performing duties of a Contract Officer Representative for construction and/or service contracts; and 3) developing contract performance work statements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
