You will serve as an IT Specialist (INFOSEC) in the Network Operations Division, Network Operations Branch of NAVAIRWARCENAC DIV. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will be responsible for large and difficult assignments that include planning, organizing, and conducting comprehensive test and evaluation projects of information technology system, subsystems, and components. You will assist in developing and implementing IT security policies, IT programs, and related procedures to fully meet INFOSEC requirements, and INFOSEC requirements from laws and regulations, for use on NAVAIR TEAM computer systems and/or networks. You will conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. You will conducts systems security evaluations, audits, and reviews.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11/12) or DS-04 pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working with leadership to define, document and justify IT Network Services acquisition strategies and assisting with plans for the Systems Administration; 2) Defining and documenting the operational requirements and priorities in fiscal planning submissions; 3) Defining operational requirements for IT facilities and spaces occupied and employed by the Network Services Team; 4) Employing Cyber Security tools such as ACAS and NESSUS scanning and patch management; 5) Effectively communicating and interacting professionally with a diverse group of reporting seniors, customers and IT team members; and 6) Applying IT administrative management, organizational, and project management skills including prioritizing tasks and delegating responsibilities.
