The Assistant Secretary of Defense for Acquisition (ASD(A)) is responsible for advising the Secretary of Defense, Deputy Secretary of Defense, and the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)) on matters relating to acquisition and the integration and protection of technology that enable capability for the warfighter. The ASD(A) is responsible for Department policies and procedures governing the Department's procurement and acquisition process.
Duties

This position is being filled under Direct Hire Authority (DHA) in accordance with USD(P&R) memo of APR 02 2020, Direct Hire Authority for Certain Personnel of the Department of Defense, Title 5, United States Code, Section 9905. Per 3. Covered Positions c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs in the DoD and Positions in science, technology, engineering, or mathematics, including technician positions, within the defense acquisition workforce, or any category of acquisition positions within the DoD designated by the Secretary as a shortage or critical need category.

Incumbents typical work assignments may include the following:
Position reports directly to the Director, Nuclear Command, Control, and Communications (NC3). Serves as the NC3 Program Analyst and is responsible for developing, analyzing, coordinating, and recommending Directorate, Office of the Deputy Assistant Secretary of Defense for Strategic, Space, and Intelligence Portfolio Management (ODASD(SSIPM)), ASD(A), and OUSD(A&S) positions and views for NC3 Enterprise Capability Portfolio Management. Additionally, is responsible for NC3 Enterprise Capability Portfolio Management and Resources and related activities, which include:
Independently and in collaboration with NC3 programs stakeholders, developing assessments of complex NC3 programs and enterprise systems to ensure they are fully responsive to all essential performance, compatibility, and interoperability requirements; cost-effective; and not duplicative of one another.
Coordinate and collaborate with appropriate NC3 programs stakeholders to achieve necessary program balance of requirements, funding, and acquisition strategy and execution required to successfully enable delivery of capability to the warfighters.
Develop roadmaps, strategies, and analyses; and present results to USD(A&S), Joint Staff, and OSD Forums for NC3 systems. Produce timely reports and presentations intended to influence Planning, Programming, Budgeting, and Execution decisions and processes.
Provide direct support to the Director, NC3 in evaluating warfighter NC3 systems technology requirements, plans, programs, budget and systems acquisition, and the development of study topics in regard to these issues.
Conduct programmatic-based and capability-based risk assessments to determine potential impacts to cost, schedule, and performance; provides research, analyses, tracking and monitoring of NC3 systems developments and systems programs; and produce necessary management-level reports.
Leverage DoD risk methodologies to inform NC3 system capability assessments including Independent Technical Risk Assessments (ITRA), Defense Technical Risk Assessment Methodology (DTRAM), and the Defense Acquisition Program Support (DAPS) Methodology.

- DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Program Management Advanced level certification within 48 months of entry into position and must acquire 80 Continuous learning Points every 24 months.
- This is a Critical Acquisition Position: Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.
- This position is telework eligible for telework on a situational or ad hoc basis
- Overtime is NOT authorized for this position

You may qualify at the NH-IV (GS-14/15) equivalent level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service (experience may have been gained in the military/private sector).
Managed Nuclear Command, Control, and Communications (NC3) systems involved in acquisition oversight and capability portfolio management of these systems.
Oversaw detailed analysis of program cost, schedule, and technical risks and/or developed assessments on complex Nuclear Command, Control, and Communications (NC3) or similar capabilities.
Coordinated and collaborated with Nuclear Command, Control, and Communications (NC3) enterprise stakeholders to ensure requirements, funding, acquisition strategy and execution to enable delivery of capability to war-fighters.
Participated directly in the planning, programming, budgeting, and execution (PPBE) process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
