Duties

As a BUDGET ANALYST you will be responsible for the following duties:

  • Must obtain DoD Financial Management Certification Level 2 within 2 years of appointment date.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Advanced experience with financial business practices, performance management and measurement, efficient and effective financial management processes. Reviewing and preparing budget estimates and financial plans and formulating long-range budgetary requirements with knowledge in policies, concepts and agency strategic direction. Gathering, assembling, and analyzing sources of factual data and information required to develop, justify, and present resource requirements and budget related products. Specifically you will be evaluated on the following competencies: 1. Budget Formulation, Justification, and Presentation: Manage budget requirements by forecasting, developing and justifying budgets in compliance with statutory/regulatory guidance. 2. Concepts, Policies, and Principles of Budget: Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities. 3. Financial Management Analysis: Analyze, evaluate and review budget and program issues, manpower requirements, financial data, and reports utilizing business tools and applications, cost and economic analysis methodologies, and performance metrics to provide recommended solutions. 4. Fundamentals & Operations of Budget: Research and analyze information related to the federal budget process to support budget formulation and execution.

Substitution of education may not be used in lieu of specialized experience for this grade level.
