You will serve as a PROGRAM ANALYST in the Corporate Operations Department of NAVUNSEAWARCENDIV KEYPORT WA, located in Keyport WA.
Duties
You will be responsible for the development, preparation, justification and execution of the departments budgets.
You will prepare, analyze, and interpret reports of department financial condition.
You will perform analysis between current performances and projected or established objectives in administrative related areas of mission, resources, operations, costs, budgets, material, personnel, etc.
You will work closely with Contracting Officer Representatives (CORs) and Program Managers for obligation and execution of funds to the various contracts within the different divisions of the department.
You will serve as the lead for all department procurements, whether through bankcard buys, requisitions through the Contracts Department, NAVFAC contracting or other means.
You will direct the budgetary planning, analysis, and monitoring for the Division Head and serve as the advisor to the cost center managers.
You will perform accounting and funds management to achieve proper cost allocation for the variety of funding streams in accordance with Financial Management Regulations (FMR) and statutory and regulatory
regulations.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting qualitative/quantitative analysis of financial data, budgetary justification, or financial funds management services for an organization.
For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing financial expenditures, or financial reports to identify trends regarding funds management for an organization.

Education
In lieu of specialized experience, for the GS-11, you may qualify with the following education or combination of both education and experience:
A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
An LL.M. degree in a field directly related to the position being filled.
