You will serve as an ARCHIVIST with Histories and Archives Division, Archives Branch, of the Naval History and Heritage Command (NHHC). The Archives Branch is responsible for the management and service of Navy records and documents of historical value, including Navy records sent to the NHHC. The duty station is the Washington Navy Yard, Washington, D.C.
Duties
At the GS-11 Level you will perform developmental duties, as assigned.
At the GS-12 (Full Performance Level) you will perform the duties below:
You will prepare and transfer official records to the Washington National Records Center (WNRC), the National Archives (NARA), or other designated repositories
You will maintain proper documentation on transfer actions taken and consistently updates the Navy Archives’ records management data using a variety of electronic record keeping systems
You will create and maintain of all required documentation pertaining to the transfer of official government records
You will ensure the accuracy and integrity of all transfer data, working as necessary in collaboration with other Processing Section staff
You will establish and maintain continuing working relationships with administrative and operating personnel within the U.S. Navy and with other Federal agencies to negotiate for the transfer or disposal of records
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications
There is a Basic Requirement to hold a 1420 series position in the Federal service. See the "Education" section of this announcement for details.
In addition to the Basic Requirements for this position, for the GS-12 level, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector working in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values performing the following:
1) Preparing and/or transferring official records to designated repositories
2) Maintaining proper documentation on records transfer actions taken and updating records management data using a variety of electronic record keeping systems
3) Creating and maintaining required documentation pertaining to the transfer of official records
4) Communicating effectively orally and in writing in matters related to records management
5) Using computer technology, including word processing, spreadsheet, and database software to include MS Office software, including MS Word, Access, Excel, and PowerPoint.
6) Complying with laws, regulations, policies, and guidance related to the management of records
7) Handling standard, classified, business sensitive, and/or restricted information in accordance with established security policies and procedures
In addition to the Basic Requirements for this position, for the GS-11 level, your resume must also demonstrate at least at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector working in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values performing the following:
1) Assisting in the preparation and/or transferring of official records to designated repositories
2) Maintaining proper documentation on records transfer actions taken
3) Creating and/or maintaining required documentation pertaining to the transfer of official records
4) Communicating effectively orally and/or in writing in matters related to records management
5) Using computer technology, including word processing, spreadsheet, and database software to include MS Office software, including MS Word, Access, Excel, and PowerPoint.
6) Complying with laws, regulations, policies, and guidance related to the management of records

Education
Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must
Have successfully completed a bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.
OR
Have a combination of education and experience with at least 30 semester hours of courses as shown in A above, plus appropriate experience or additional education.
Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law..
You may qualify for the GS-11 level using education to substitute for specialized experience if you have:
Have successfully completed a Ph.D. or equivalent doctoral degree
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
Have combination of education and experience
Such education must have provided the knowledge, skills, and abilities necessary to do the work.
