About the Position: This position is located within the U.S. Army Installation Management Command with Directorate of Human Resources at Fort Leonard Wood, Missouri. The Fort is located in the beautiful South Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Missouri.

Duties

Apply an extensive knowledge of management concepts, principles, and practices as well as a general knowledge of the methods, practices, and processes associated with the diverse work of the division. Exercise executive level management for maintaining and administering an integrated human resources management program. Responsible for the final review and recommendation on the Financial Program and Budget Plan for assigned programs. Review propose changes in program practices and procedures to assess the impact on the community. Develop or direct the development of performance standards, evaluate the performance of key supervisors, and reviews the evaluations of other employees. Participate in developing and executing the garrison strategic plan for all managed programs consistent with IMCOM program goals and objectives. Oversee and administer the implementation of Installation-level program policies in all managed areas. Serve as spokesperson and representative in meetings and conferences with partner organizations and representatives of higher echelons.

Requirements

  • Position may be designated as Emergency Essential. Position designated as EE is a civilian position located overseas or that would be transferred overseas during a crisis situation
  • or which requires the incumbent t deploy or to perform temporary duty assignment overseas during a crisis in support of a military operation.
  • The position is required to ensure the success of combat operations or to support combat essential systems subsequent to mobilization, an evacuation order, or some other type of military crisis.
  • The position cannot be converted to a military position because it requires uninterrupted performance to provide immediate and continuing support for combat operations and/or support maintenance and repair of combat-essential systems.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Employee must obtain and maintain a Secret security clearance.
  • Position may be designated as Key, Mission Essential, or Emergency Essential.
  • Position may be as key. Position designated as key may not be vacated during a national emergency or mobilization without seriously impairing the capability of agency or office to function effectively.
  • Position may be designated as Mission Essential in order to perform essential duties defines as critical and essential regardless of weather conditions, emergency situations, or general dismissal.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Specialized Experience: One year of specialized experience which includes 1) comprehensive experience and demonstrated proficiency managing diverse Military Human Resource functions to include: Army Continuing Education Programs, Soldier for Life/Career Skills Programs, Administrative Services Programs including Postal Operations, Freedom of Information Act and Records and a working knowledge of the Civilian Personnel System; 2) Possessing extensive experience denoting responsibility for final reviews and recommendations on Financial Programs and Budget Plans for assigned programs; 3) demonstrated proficiency serving as a principal staff advisor; and 4) participating in developing and executing the garrison strategic plan for all managed programs consistent with program goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Education and TrainingInfluencing/NegotiatingManaging Human ResourcesPlanning and EvaluatingTechnical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). All applicants must meet applicable time-in-grade and specialized experience requirements within thirty (30) days after the closing date of the announcements.
