Duties

Serves as the Deputy to the Commanding General, U.S. Army Aviation Center of Excellence (USAACE), and Fort Novosel Alabama. Provides recommendations to the Commanding General on TRADOC processes and procedures for the execution of Army institutional training program development and execution for the Army's institutional Aviation training center across all COMPOs, three installations, and 11 training sites. Directs and manages the USAACE agencies and directorates to ensure effective execution of strategic business practices and processes that includes the development and oversight of the 8400-person work force across three states with a combined operating budget of more than $1.4B. Oversee the development and synchronization of Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities, and Policy (DOTMLPF-P) integration efforts for the Army's Aviation proponent requirements. Provides advice and recommendations on force management processes as well as current and future force Aviation modernization efforts for multiple Acquisition Category (ACAT) 1 programs. Oversees the development and integration of current and future capabilities for Army Aviation units taking advantage of new and innovative technologies to determine the potential effectiveness in those future Army Aviation systems' support military operations. Senior Army Functional Chief for the oversight and management of the Army's Aviation Civilian Career Program of over 14,000 professionals. Incumbent provides direct technical leadership and guidance to two General Officers, numerous senior military and civilian personnel at grades GS-15 and military O-6, and contracted support personnel for the Fort Novosel, AL installation including the contingency planning and execution in the event of a national emergency, federal disaster, or local crisis.

**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). (1) Executive Core Qualifications ECQs - MANDATORY SUBMISSION: All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1 inch margins. Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by the OPM do not need to address ECQs, However when applying you must load your certificate under the Executive Core Qualifications. ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ isthe ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (2) MANDATORY TECHNICAL QUALIFICATION (MTQ) - MANDATORY SUBMISSION: A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: MTQ 1 - I possess the demonstrated knowledge of critical Army Aviation missions and proponency, to include training, education, and modernization of Army Aviation force (comprised of military, civilian and contractor personnel) to meet the Army's Aviation requirements.
