About the Position: This position is located within the J-5 Directorate, Strategy Management Division (SMD) and it is located in Falls Church, Virginia.

Duties
Perform special studies and reviews for the Strategy Management Division to evaluate and make recommendations to improve the effectiveness and efficiency of work operations in the organization.
Collect and maintain pertinent data and conduct program/budget planning studies for projected programs.
Serve as an action officer between the SMD Chief and external organizations with respect to all aspects of personnel management.
Review, analyze and evaluate requirements and manpower authorizations to provide guidance on manpower controls, regulations and justifications required for additional manpower requests.
Interpret and disseminate required information to program elements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Requirements for GS-09:
Specialized Experience: One year of specialized experience which includes assisting in preparation of financial reports and audits; researching internal guidance, policies and procedures; and researching processes for program operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Requirements for GS-11:
Specialized Experience: One year of specialized experience which preparing financial reports and audits for review by leadership; researching and assisting with internal guidance, policies and procedures; and assisting with automation of work processes for program operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes preparing financial reports and audits; developing internal guidance, policies and procedures; and automating work processes for program operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
