About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6EC01 US ARMY ACQUISITION SUPPORT CENTER.
Duties
Serves as the Director and Senior Program Manager for the Threat Systems Management Office with responsibility for originating, developing, implementing and managing the threat and target system/simulator program for use throughout the U.S. Army.
Develops and/or directs the development of Project Manager for Cyber, Test, and Training (PM CT2) policies, plans and objectives pertaining to Threat Systems/Simulator and Target programs and disseminates these to test and training customers.
Assures that the PM CT2 threat and target systems program development, acquisition, and lifecycle support are properly executed through other government agencies by contract, government agencies by matrix support, or contractors.
Negotiates on test and training facility requirements with key personnel regarding major accreditation issues, such as qualifications of test facility, scientific and technical capabilities including equipment, personnel and procedures.
Serves on and supports top-level advisory boards and committees across the test and evaluation and training communities and other ad hoc tri-Service committees.
Develops priority systems for procurement of threat and target systems, recommending approval or disapproval of planned expenditures, and reprogramming of funds as necessary.
Makes decisions on non-routine costly, or controversial, training needs and training requests related to employees of the unit.
Interviews and recommends selections of candidates for positions, promotions and reassignments.
Gives advice, counsel, and/or instruction to subordinates on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on SSBI and eligibility for Sensitive Compartmented Information (SCI).
- TDY will be required 25% or less of the work schedule.
- Must execute, as a condition of appointment, a written agreement to remain in federal service in this position for at least 3 years. Does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
- This is a critical acquisition position. Unless specifically waived by the appropriate Army official, the following are statutory requirements (Reference: 10 U.S.C. 1733 and 1737):
- Must be qualified for Acquisition Corps membership at the time of selection or possess a waiver.
- This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.
- This critical acquisition position requires level 3 certification in Acquisition Career Field A (Program Management) OR must attain level 3 certification in Career Field A within 24 months of selection to this position.
- This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced Position Description (PD).
- This position requires the employee to submit a Confidential Financial Disclosure Report (OGE450) upon entering the position, and annually thereafter. See the Additional Information section.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-14).
