This position is covered under the Federal Excepted Service under Title 10 United States Code, Section 1746 and Title 5, Code of Federal Regulations Schedule A, Section 213.3106(h).
Selections may be made at any advertised grade/band: AD-11 (Band A), AD-12 (Band B), or AD-13 (Band C). Each increasing grade/band level will entail further knowledge, skills and abilities and complex duties that may be commensurate with compensation.
Duties
Convey knowledge and experience in the following areas:
Ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures and tools.
Modern software development methods such as but not limited to: Agile, Development, Security and Operations (DevSecOps), software assurance and provenance for large and complex military systems.
Complex weapons systems/DoD acquisition in some or all of the following areas:
Work involving database relationships, data warehousing, and data mining systems
Work primarily involving activities related to network architecture hardware and software to include routers, servers, lines (e.g. fiber optic or twisted pairs), protocols, system domains Wide Areas Network, Local area Network, Intranet, and Internet
Work primarily involving computation simulation and modeling of systems, scenarios, problems, and designs
Generation and/or application of theories, principles, practical, concepts, processes, and methods related to computer programming language, computer science technology, computer hardware and software and their integration, computer systems design requirements, standards, codes, techniques, and practices, especially as they relate to complex systems and/or DoD acquisition.
A phase or the whole process from conception to completion for the development and use of unique systems such as embedded computers in weapons or weapons support systems, simulation systems, communication system, computer-aided engineering and design systems and large-scale information systems with a worldwide infrastructure.
Developing and acquiring software for National Security Systems (NSS) or Defense Business Systems (DBS) programs or industry equivalent. Also convey demonstrated software assurance, design, planning, provenance, testing, implementation and maintenance efforts to support the planning and execution of acquisition programs from a government or industry perspective.
Experience conveyed should reflect use of AGILE methods in managing software development projects.

Faculty Duties:
Creates and/or delivers learning assets and content as needed, and coordinates with partner divisions that manage related curriculum, or that control DAU processes and tools.
Stays abreast of changes and trends in primary functional area, continuously researching, gaining and sharing knowledge in federal communities of practice.
Maintains digital and data analysis fluency that align with DAU and primary functional area best practices in public and private industry.
Maintains currency and actively uses university technology, digital and social media platforms.
Focus on the needs of the customer in a modern learning and business environment that is subject to continual change with respect to platforms, networks and delivery
Serves as a thinking partner with stakeholders and customers, continuously improving product and service delivery to provide the right knowledge and service the point of need through synchronous and asynchronous methods.
Builds relationships and collaborates with peers and program management leaders from all organizations within the area of responsibility.
Elicits feedback to shape the policies, processes and procedures that produce a frictionless experience for the customers and stakeholders.

- Incumbent may be required to obtain and maintain an appropriate security clearance.
- The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
- Work may require travel away from the normal duty station on commercial aircraft.
Qualifications

To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the minimum required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in Specialized Experience:
A bachelor's degree from an accredited education institution authorized to grant baccalaureate degrees in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one of more of the fields identified above and required the develop of adaptation of applications, systems or networks. For GS-11 and above, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a PhD or equivalent doctoral degree.
OR Experience which must be IT related. The IT-related experience (paid or unpaid)must demonstrate each of the four following competencies: 1) attention to detail 2) customer service 3) oral communication and 4) problem solving, and one year of specialized experience at the next lower grade is required. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. AND one year of specialized experience at the next lower GS-grade.
Experience and knowledge in performing work involving the design, development, construction and operation of computer systems including hardware and software and their integration with regard to DoD and DoD weapon systems. Experience from positions that manage information technology projects to provide a unique product or service.
Significant experience and technical skill in an Information Technology management position that includes participation and knowledge of the system development life cycle management process. This also requires knowledge of the Defense Acquisition System, including in-depth knowledge, application and experience of the interrelationships among its elements.
Professional certifications such as DevOps Foundation Certification, DevOps Leader (DOL) Certification, PMI Agile Certified Practitioner (PMI-ACP), ScrumMaster (CSM), ICAgile Certified Professional in Agile Coaching (ICP- ACC), Cloud Computing Certification are highly desired.
In addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified.
Acquisition Certification is highly desired in the Information Technology Career Field or the current DAWIA ETM Practitioner.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
DAU Faculty Pay Band Minimum Education and Specialized Experience Requirements:
- DAU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience:
- Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
- DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
- Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
- DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
- Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.
