Duties

Leads and coordinates programs and develops solutions for regional workforce and leadership development, diversity, outreach, recruitment, collective hiring, and retention programs across the Region. The work involves program development, program evaluation, and provision of solutions to the especially complex and difficult problems of outreach, recruitment, and retention for the Region. Analyzes emerging and critical issues identified by the Regional Forester and Deputies and Forest Supervisors and Deputies and develops strategies and recommendations responding to these issues. Participates in the full range of functions including strategic planning, developing long-range and short-range plans to deal with reshaping the workforce, responding to mission changes. Monitors and tracks the development of programs to achieve workforce goals. Develops strategies to meet future workforce skill needs. Leads efforts supporting a broad range of Regional special programs and initiatives for outreach, recruitment, and retention.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as meeting two or more of the following: oversee a program that consists of a variety of functions for group includes program management; provide advice on a full range of program management functions and the effective utilization of financial, logistical, and workforce management; provide managers, employees, and job applicants with information on organizational recruitment procedures, practices, policies, and guidelines in addressing issues such as devising methodologies to fill recurring vacancies; establish and maintain effective working relationships and partnerships with targeted entities, such as educational institutions, professional or trade associations, news media, and public employment services to develop viable recruitment sources and to attract potentially qualified applicants; collaborate with hiring managers in determining staffing needs, recruitment sources, and appointment methods for filling common positions with known and anticipated vacancies; select the most appropriate staffing methods to identify, attract, and retain a diverse workforce; participate in the development of the Region's workforce and staffing plans in collaboration with line, human resources and civil rights leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
