This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD HR Management Systems Division. The incumbent performs project management activities and supervises a team of Functional Systems Analysts.
Duties
The major duties of the incumbent are in the following areas: project management, business process modeling, system requirements specification, analysis, and system testing.
Project Management. As the branch chief, the incumbent serves as a project lead under the direction of an assigned project manager (typically the division chief or deputy division chief).
Requirements Analysis, Development, Documentation and Testing. The incumbent leads a team of Human Resources subject matter experts and systems analysts.
Contracting. Solutions may be obtained from commercial sources, the incumbent has contract related duties.
Functional Testing and Systems Integration. The incumbent is responsible for the testing of products, and product changes; and oversees the development of functional test planning.
Qualifications
To qualify at the GS-14 level: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to at least the GS-13 grade level in the Federal service. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to, supervisory oversight and management for an IT functional team; management of requirements, testing and operations for an IT system that is provided to client organizations both inside and outside of the incumbent's own organization; utilization of learning and/or performance management systems, budget management, and IT requirements and change management for an information technology system.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
Education may not be substituted for experience at the GS-14 grade level.
