This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB/MRTFB to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Sierra Army Depot is located in Herlong CA, a rural town in Northern California. Employees work a 4/10 work week, Mon-Thurs, 0630-1700 hrs. Youth Facilities and daily childcare available. The depot serves as an Army Expeditionary Logistical Support Center, (Mass transportation is available at minimal cost.)
Duties
Use qualitative and quantitative techniques in analyzing and measuring the effectiveness, efficiency, and the funded workload programs kept within Automated Accountable Systems such as, LMP-SAP software.
Analyze and evaluate the information requirements of the customer’s scope of work, routes, and bills of material, requisition status, and depot and command schedules in support of all direct funded work.
Use understanding of end-to-end business processes including Statements-of-Work (SOW), cost estimates, funding, etc., to build detailed and specific briefings.
Build customer demand briefings, supply (ability to meet demand), financial, and management reviews in accordance with agency regulations.
Prepare numerous ad hoc briefings and situational reports to support day-to-day data calls from command group.
Update program information papers, command briefings, status of various programs, workload forecast analysis, budget submissions, budget execution, carryover and carry in funding
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel, TDY may be required up to 5% of the time.
- This position has a DA requirement. The incumbent must meet all requirements for DA level one (1) certification within 12 months of being placed on the position.

GS-11 Specialized Experience: I have at least one year of specialized experience which includes: Performing qualitative analysis to track status of work schedules, material shortages, and staffing levels to meet demands; Identifying and resolving facility and/or equipment issues which impact work goals; Utilizing automated systems to update supply transactions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR
GS-11 Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management and Communication, Management. GS-11 Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
