You will serve as a PROGRAM MANAGER in the Technical Department (SPB20) on the staff of the Chief Engineer of STRATEGIC WEAPONS FACILITY PACIFIC.

Duties

You will act as the senior technical advisor and subject matter expert to the Strategic Weapons Facility Pacific (SWFPAC) Chief Engineer for all technical areas of responsibility for the SWFPAC Technical Department. You will perform technical program management and represent SWFPAC at a senior level in interagency, SSP, and other high level meetings. You will lead strategic planning to determine goals, objectives, direction, and priorities of assigned organization, program, and/or project to meet mission critical requirements. You will direct the development of tests and advisories on new technologies, methods, approaches, and guides for assigned organization, program, or project. You will serve as senior advisor in the development and interpretation of policies and guidelines which may result in substantial redirection of Federal efforts or policy related to major national issues. You will manage team activities, progress, and scheduling to ensure successful project performance. You will develop, implement, and maintain production, processing, testing, inspection, and calibration requirements / specifications, for TRIDENT II missiles, missile components, subsystems, support equipment, RES, facilities, and materials. You will analyze and diagnose failures for determination of cause and develop recommendations for corrective action.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Subject to provisions of the Nuclear Weapons Personnel Reliability Program (PRP) when applicable.
  • Subject to provisions of the Nuclear Weapons Radiological Controls Program for occupationally exposure to ionizing radiation (NUWEPS RADCON), when and if applicable.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band (NH-03) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assessing and developing current as well as new standards and methods in order to implement and integrate into the administration and operation of a Fleet Ballistic Missile (FBM) program involving Strategic Weapons Systems (SWS) and/or Nuclear Weapons Systems (NWS).
