The position serves as a VISN 9 Human Resources Specialist (Staffing) located in the Veterans Integrated Service Network (VISN 9) HR Strategic Business Unit (SBU) for the Mid-South TN division. The position provides support to the local facility and coordination with the (VISN 9) Shared Service Unit (SSU).

Duties

The Human Resources Specialist (Recruitment & Placement) SBU position reports to the local facility Senior Strategic Business Partner (SSBP).Major duties include but are not limited to: Recruitment and Placement: Reviewing and consulting, in conjunction with the hiring manager, on job analysis and/or rating and ranking panels when needed; Receives and reviews local and regional recruitment requests and contacts the Selecting Official to finalize the recruitment action. Identifying management problems and analyzing them from the management viewpoint; Providing technical advice and assistance to the human resources staff and management officials in all areas of staffing and Recruitment, including priority placement, direct hiring, special hiring authorities, etc.; Processes a variety of requests for personnel action (RPAs) to fill a variety of positions. Coordinates and works with local and regional operations regarding priorities for positions to be filled. Troubleshooting and resolving difficult and controversial internal and external staffing and placement problems. Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA)qualification standards, verifies eligibility, and rates and ranks applicants. As authorized by OPM, is responsible for drafting and preparing announcement(s); evaluating, rating and ranking applications; adjudicates veteran's preference; updating various logs, maintaining active and inactive files and pending files, etc.; issues Notice of Ratings (NORs); and issues and audits certificate of eligible. Consultation: Collaboratively evaluating trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; Coordinating with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process and advising on the selection of Subject Matter Experts and the rating panel process. Preparing written correspondence and other documents; Advising and consulting on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area. Researches qualifications and skills needed and ensures the job analysis is properly formulated with subject matter experts to garner highly qualified applicants. Provides law, policy, and analysis to the manager to support their recommendations. Providing innovative recruitment solutions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Administrative Days, Monday-Friday Compressed/Flexible: May be authorized by supervisor. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023. Time In Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time in grade requirements by the closing date of this announcement. GS 7 served 52 weeks at the GS 5 GS 9 served 52 weeks at the GS 7 GS 11 served 52 weeks at the GS 9 GS 12 served 52 weeks at the GS 11 Grade in any occupation, must have been held in the Federal service. SF 50 shows time in grade eligibility submitted with application materials. If the most recent SF 50 has an effective date within the past year, it may not clearly demonstrate you possess one year time in grade, required by the announcement. In this instance, must provide an additional SF 50 clearly demonstrates one year time in grade. Note: Time In Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-7 level, you meet one of the following: Specialized Experience: One year equivalent GS 5 federal service HR management knowledge, concepts, principles and the performance work in HR specialty areas. Administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Specialized experience includes: Federal or non-federal personnel regulations and laws as it applies to Human Resources (HR); explaining HR processes, rules, regulations, and laws; processing personnel actions using automated personnel systems, i.e. HRSmart; responding to customer inquiries. Knowledge and ability in developing vacancy announcements and referral lists using USAStaffing or similar program; conducting job analysis on a wide variety of occupations in Title 5, Hybrid Title 38 and Title 38 OR Education: One full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade point average or honor society membership. Education must demonstrate the knowledge, skills, and abilities necessary. OR Combination Completed graduate level education (beyond a bachelors degree) specialized exp., to meet the total requirements. Education must include graduate courses that demonstrate the knowledge, skills, and abilities necessary. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Exp.: One year equivalent GS 7 federal service HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying: Knowledge and understanding of federal and non-federal personnel regulations and laws as it applies to recruitment and placement; advising management officials on various appointments and their appropriate application in both the competitive and excepted service; advise on the procedural and regulatory requirements governing the merit promotion process; conducting job analyses on a wide variety of occupations; develop rating factors and crediting plans; USAStaffing drafting and preparing announcements, determining applicant's eligibility, and issuing referral lists and certificates. OR Education Completion of a Master's or equivalent graduate degree, two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. Education must demonstrate the knowledge, skills, and abilities necessary. OR Combination Completed graduate level education (beyond the first year) and specialized exp., described above, to meet the total requirements. Education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Exp. One year equivalent GS 9 federal service HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. OR Education Completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Education must demonstrate the knowledge, skills, and abilities necessary. OR Combinations Completed graduate level education (beyond the first two years) and specialized exp., described above, to meet the total requirements. Criteria 2: Specialized Exp.: One year equivalent GS 11 federal service HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying: Expert exp. and skill in apply a wide range of complex HR concepts, principles, laws, regulations, and practices related to Title 5, Hybrid Title 38, and full Title 38; advising management officials of the various types of appointments; conducting thorough research and providing consultation on complex issues and provide recommendations to meet short and long term needs; assist in succession planning; applying quantitative and qualitative data to advise leadership regarding employment and recruitment trends; develop announcements in USAStaffing using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; advising staff on appointment types, procedural and regulatory requirements, difficult and unusual recruitment, and pay issues.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.

Superior Academic Achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for Superior Academic Achievement (S.A.A.) is described in the OPM General Schedule Operating Manual.
  1. Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
  3. Election to membership in a national scholastic honor society--Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991).
