Duties
The selectee will serve as a Human Resources Specialist (Recruitment and Placement) (Reemployed Annuitant and ICTAP) in the Office of Human Capital, Law Enforcement Acquisition Division. Typical work assignments include:
Providing recruitment and staffing guidance and advice to hiring managers according to OPM and Agency guidelines;
Using an automated HR system (such as USA Staffing) to conduct research; to generate analytics and reports; to determine applicant eligibility/qualifications in line with OPM Qualification Standards; and to issue certificates of eligibles; AND
Implementing Federal staffing and placement policies and procedures that align with succession/workforce planning and operational consistency.
Qualifications
You qualify for GS-12 if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as:
Working staffing actions using delegated examining authority to qualify applicants, evaluate veterans' preference, and determine ICTAP eligibility;
Collaborating with hiring managers, recommending strategic staffing options for consideration, and creating staffing actions; AND
Generating reports using automated HR systems to retrieve data and generate analytics.
You qualify for GS-13 if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as:
Advising managers on recruitment and placement strategies that will address their staffing needs;
Conducting fact-finding and analyzing staffing issues to clarify problems or relevant issues impeding recruitment and retention strategic plans; AND
Researching and interpreting Federal laws, regulations, policies, and procedures to ensure organizations are in compliance with applicable guidelines.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
