The primary purpose of this position is: To serve as the antiterrorism program manager and technical expert to the ANG Security Forces enterprise and NGB Air Staff A4S.
Duties
1. Manages the antiterrorism program for the NGB Air Staff and provides risk understanding of ANG mission sets through management of risk and threat related working groups.
2. Serves as the technical authority on antiterrorism mitigation oversight efforts and vulnerability prioritization for ANG.
3. Plans, conducts, performs or coordinates on site security studies and assessments in relations to antiterrorism requirements.
4. Performs duties in support of A4S Division Chief and responsibilities in support of all ANG installations.

Qualifications
In order to qualify, you must meet the GS-11 experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems which includes body of laws, regulations, policies and procedures related to Training and Combat Arms programs to interpret and modify. Extensive capabilities of national and international aspects of the command mission and forces involvement of unified commands combat environment. Broad range of security and training requirement for ground combat personnel and key managerial personnel affecting training capabilities and effectiveness.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in--grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements 9/14/2023 17:20 EDT Page 3 of 6 for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a broad range of antiterrorism security specialties, concepts, principles, criteria, requirements, technology, and practices to independently make decisions, recommendations and manage program areas.
2. Knowledge of the DOD and Air Force anti-terrorism doctrine, ANG Security Forces missions, functions, Enterprise Protection Risk Management program, and their application to the unit level to ensure effective implementation and oversight of program plans and processes.
3. Thorough knowledge of USAF Security Forces programs and governing policies, directives, instructions, and the Integrated Defense Risk Management Process.
4. Current knowledge of security systems technology, Enterprise Protection Risk Management program, developments, and application; and of the usage of physical security aids and equipment.
5. Ability to conduct and accomplish surveys, studies, assessments, and projects; and objectivity and effectively analyzes results for the effective management, implementation, and completion of programs. Comprehensive knowledge of threat assessments, vulnerability assessments, and risk acceptance.
6. Skill in oral and written methods and techniques at various levels and venues. Must have experience in briefing and instructing antiterrorism topics and lessons.
7. Experience in managing an organizational antiterrorism program and their activities and requirements is required. Be familiar with administrative requirements of the USAF and ANG and the coordination of Mission Assurance Assessments.
Other significant facts pertaining to this position are:
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
2. Must be able to obtain and maintain the appropriate security clearance
3. Position may perform other related duties as assigned.
4. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
5. Employee may be required to work overtime
6. Department of Defense Security Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.
Physical Demands
The work is primarily sedentary and accomplished while the employee is comfo1tably seated at a desk or table. Some walking and standing may occur in the course of a normal workday. No special physical effort or ability is required to perform the work.
Work Environment
The work is primarily performed in an officelike setting involving everyday risks or discomfort which require normal safety precautions. The work area is adequately lighted, cooled/heated, and ventilated.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
