This position is within the Department of Health and Human Services, Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS), Office of State, Tribal Local, and Territorial (STLT) Preparedness. The organization delivers critical medical assets to the site of a national emergency and ensures the availability of antibiotics, chemical antidotes, vaccines, antitoxins, life-support medications, and other medical/surgical supplies and equipment required.
Duties
As a Public Health Advisor, you will:
Serve as Branch Chief, performing supervisory duties associated with management, coordination, and supervision of employees in the delivery and orchestration of program activities in planning, directing, coordinating, and evaluating effective delivery of technical assistance for Strategic National Stockpile (SNS) medical countermeasure preparedness and response activities.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work, when necessary.
Assign work to subordinates based on priorities, considering difficulty and requirements of assignments as well as the capabilities of employees.
Advise the Office Director on planning, formulating, analyzing, evaluating, and/or implementing program policies for public health programs.
Develop and maintain working relationships with appropriate agencies and public or private groups to meet the needs of Strategic National Stockpile (SNS) mission.
Develop policies and procedures to guide execution of the organization's operations supporting preparedness and response public health programs.
Comply with all applicable federal and state safety and health regulations and established Department of Health and Human Services (HHS)/Administration for Strategic Preparedness and Response (ASPR) safety policies and procedures.
Develop and coordinate the sharing of health-related activities and information so that project technical advice and assistance is shared. Identifies need for and recommends modifications or improvement to public health programs.
Provide direct support to establish strategies for effecting complementary and coordinated improvements for a public health focus for preparedness and response nationwide.
Review policies for public health programs and needs for national program initiatives.
Suggest revisions of policies and guidelines for program components.
Qualifications
Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: providing guidance on formulating, implementing and/or evaluating public health programs; and collaborating with management and program staff on policies, processes and procedures related to public health emergency preparedness programs at the federal, state, tribal, local, or territorial level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Appointment to the position will be contingent upon a negative applicant drug test result.
