The incumbent will serve as an employee assistance program expert, program advisor, and professional counselor for SSA's Employee Assistance Program (EAP). The incumbent is responsible for providing expert professional assistance to Agency management, SSA Regional Human Resources Staffs, and employees. This position is located in SSA's Office of Human Resources (OHR), Office of Personnel (OPE), Center for Employee Benefits & Services (CEBS), on the Employee Assistance Program (EAP) team.

Duties

Provides the full range of clinical counseling services for a wide variety of issues such as substance abuse, codependency, family/marital, mental health, financial, legal, and job-related issues. Provides critical/traumatic incident intervention which includes grief and bereavement counseling. Develops, implements, monitors, and evaluates agency-wide policies and services to conduct effective EAP programs. Facilitates the disability retirement application process. Analyzes and assess the needs and attitudes of the individuals and the groups within SSA and designs customized stress management programs. Establishes and maintains liaison with professionals and representatives at various agencies, e.g., Federal. State and private sector to obtain and exchange information on the latest developments in the occupational and mental health fields. Provides consultative/advisory services and training to supervisors, management officials and employees concerning the various services offered by the EAP. Advises supervisors on documentation, referral methods and follow-up responsibilities related to management referrals. Recommends/makes referral to community resources to help individuals resolve the traumatic impact of the incident.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge skills, and abilities to successfully perform the duties of the position. Such experience includes providing a full range of clinical counseling services for a wide variety of issues such as substance abuse, codependency, family/marital, mental health, financial, legal, and/or job-related issues. In addition to the qualifications above, applicants must meet the following Selective Placement Factor (SPF): Ability to apply a wide range of behavioral health therapies to support individuals experiencing mental health challenges. To meet this requirement, the applicant must demonstrate [2] out of the following [3] experiences indicators: Experience gathering information needed to form a holistic view of an employee's personal or workplace concern. Experience delivering solution-focused counseling and other short-term mental health treatment modalities used to provide mental health counseling to individuals. Experience creating and maintaining client counseling records. Duties of this nature should be typical of your everyday work.
