Duties
Serves as the IT Program Manager (PLCYPLN) in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to serve as an IT program manager for DeCA business, financial, technology or data management programs.
This is a developmental position designed to give the incumbent the necessary training and work experience to develop over time to the full performance target level of IT Program Manager (PLCYPLN).
Position responsibilities include:
Supports the Division's senior IT program managers in providing investment management and acquisition support to functional sponsors from program inception through implementation.
Implements program management techniques, and monitors internal controls necessary to manage acquisition programs and support functions.
Executes acquisition management plans to support IT modernization efforts, transitioning from legacy business solutions to commercial retail or DOD enterprise solutions.
Works with senior program managers to identify all stakeholders, internal and external.

To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military, OR (B) a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Examples of qualifying specialized experience:
Manage IT programs and provide advice, guidance and recommendations on IT issues.
Assist in developing and interpreting policies, procedures and strategies governing the planning and delivery of IT services throughout the agency.
Define milestones and deliverables, monitor activities, and evaluate and report accomplishments.
You must also meet the following requirements by the announcement closing date:
Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. You must submit SF50s with your application package to verify you held the next lower grade level for at least 52 weeks. You may need to submit two (2) or more SF50s. Examples of appropriate SF 50s include Promotion, Reg WRI, and SF 50s effective more than 52 weeks ago. The next lower grade level for the GS-09 position is GS-07.
Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."
If the position is filled below the full performance grade level, your work assignments will be progressively complex and intended to broaden your skills and provide you with practical experience to prepare you for the full performance grade level. Promotion up to and including the full performance grade level is neither guaranteed nor automatic but may be made without further competition and with your supervisor's recommendation.
Education
Education used to qualify for this position must be from an accredited school or educational institution recognized by the
U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.
Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.
