This position is located in the Office of the Director, Operational Test and Evaluation (DOT&E), Naval Warfare, in the Office of the Secretary of Defense. The office of the DOT&E was established by statute and is a position senior to an Assistant Secretary of Defense. The Director is the Principal Staff Assistant to the Secretary of Defense on all matters related to operational and live fire test and evaluation, and reports directly to the Congress on these matters.
Duties

Incumbents typical work assignments may include the following:
Serves as Staff Specialist for Naval Warfare for Navy platforms, weapons, and sensors and has responsibility for overseeing and evaluating the operational and live fire test and evaluation of an assigned portfolio of naval warfare systems for DOT&E and other stakeholders.
Advises, assists, and supports the Director, and the Office of the DOT&E, and responsible for oversight, monitoring, and test observance of operational test and live fire test of naval warfare systems, as well as analysis of test results and reporting of findings.
Coordinates with the Joint Staff, Services, and test organizations to identify issues and resolve problems associated with creating all required test documentation including, but not limited to, the Test and Evaluation Master Plan (TEMP), Test Plans, Test Reports, early fielding reports, etc.
Develops, reviews, and evaluates documentation and planning for assigned systems, with a focus on adequacy to demonstrate effectiveness, suitability, lethality, survivability, and military utility for all naval warfare mission areas.
Analyzes operational test and live fire related documents, ensuring the document meets DOT&E's guidelines and policies, working with the operational test agencies to correct any problems, and ultimately shepherding test documents through an approval process.

- Incumbent must be able to obtain and maintain a Top Secret security clearance with SCI and SAP components. A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority.
- May require occasional travel away from your normal duty station for official business on military or commercial aircraft.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in:
1) Overseeing the operational and live fire test and evaluation of naval warfare systems for defense stakeholders; 2) Monitoring test observance of operational test and live fire test of naval warfare systems; 3) Analyzing test results and reports findings for senior level decision-making for defense major weapons systems; and 4) Providing recommendations on budgetary levels for related resources for naval warfare systems.
