Duties

At the full performance level, GS-09 the major duties of this position include, but not limited to the following: 1. Works in coordination with project managers to identify and establish initial components of the Project Management Plans for various Area Office studies, or projects. 2. Works directly with the Work Coordinator (Contracting Officer) and program manager (COR/PM) to develop the pieces of each PR packages and Workload Management System Planning Records or its subsequent replacement management software. 3. Works with budget analyst to manage the Activity Status Listing (ASL) including status tracking on service & supply contracts, inter/intra agency agreements/Grants/TSC funding agreements/Service Agreements and Miscellaneous Obligations. 4. Gathers, extracts, reviews, verifies, and consolidates a variety of information and statistical data needed in the formulation and presentation by others. 5. Serves as a Contracting Officer's Representative (COR) and Grants Officer's Technical Representative (GOTR).

GS-07 Specialized Experience: To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience but not limited to: Drafts project charters, program management plans, project schedules, and budgets within the parameters; Creates and maintains project documentation; developing, tracking, and updating project schedules, budgets, changes, and risks using software and systems; prepares and reviews a variety of automated reports. OR Completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (NOTE: You must attach a copy of your transcripts.) OR The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. For more information, visit OPM. OR Specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (NOTE: You must attach a copy of your transcripts.) OR Experience as described in A AND the education described in B or C. (NOTE: You must attach a copy of your transcripts.) GS-09 Specialized Experience: To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience but not limited to: Drafts project charters, program management plans, project schedules, agreements/Grants and budgets within the parameters; Creates and maintains project documentation; developing, tracking, and updating project schedules, budgets, changes, and risks using software and systems; prepares and reviews a variety of automated reports; Reviews studies of incoming projects to ensure projects are properly planned, scheduled, and executed in relation to entire program activities. OR Possess a Master's or equivalent graduate degree OR two full years of progressively higher-level graduate education leading to such a degree OR LL.B. OR J.D., if related. OR Possess a combination of post high school education and experience that together meet the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/02/2023.

Education

This vacancy announcement allows substituting education for experience at the GS-07/09 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
