Responsible for providing continued oversight of a broad-based Patient Care Service program that supports the organizational driver "Employer of Choice" and operates in support of improving access to timely and highly specialized care needs. The Durham VA Health Care System is a large, complex multi-mission health care system with 10 sites of care with multiple contracts and academic affiliations with medical school residency programs, schools of nursing, etc.
Duties
Major Duties and Responsibilities
Research/Marketing/Staff Recognition 50%Staying informed of new technologies and learning environments for evaluation and training opportunities. Research best clinical practices in nursing. Research issues impacting nurse retention and share findings with leadership. Attend professional conferences and identifying sources of marketing opportunities. Designing and implementing media advertising campaigns, job fairs, and presentations. Source applicants through various methods including advertising, recruiters, job sites, career fairs, resume mining, etc. Develop working relationships to assist in recruiting and retention efforts. Increase community awareness and branding of the organization. Keep current with sourcing strategies and industry trends and data.
Maintains systems to track, trend and forecast nursing personnel needs based on trend in the VA and in the community. Establishes and maintains positive working relationships with affiliated schools, profession organizations, certifying bodies and program directors of nursing programs in the local region. Will be required to travel to affiliated schools, Community Based Clinics (CBOC), and other sites to provide outreach and for nurse RR projects, as well as for education and training opportunities/requirements. Anticipates the recruiting needs of the Nursing Service and Medical Center and assesses quantitative and qualitative objectives for the purpose of recruiting and retaining top candidates. Creates and maintains databases related to recruitment and retention (such as turnover rates, exit interview, new hires, and reassignments.
Develops, reviews and modifies assigned functions and implements policies and procedures in such a way that they are responsive to change, and Nursing Service and Health Care Systems needs including developing proposals for change, writing memoranda, implementing instructions, systematically developing and reviewing reports and statistics, conducting individual and group training as necessary and conducting special studies in the program areas.
Manages the nurse recruiter fund control point used for recruitment activities, and to recognize Daily Awards and staff recognized during the annual Nurses' Week. Forecasts annual budget needs and submits supplemental funding requests as needed. Works collaboratively with other administrative staff in Patient Care Services to maintain an updated Organizational Chart.
Recruitment & Hiring Process 50%Accountable for maintaining quality nursing staff through recruitment, managing placement of new staff and reassignments of others, and coordination of career development planning with staff, staff advocacy and evaluation of staffing needs in consultation with managers. Also responsible for anticipating the needs recruitment needs of Patient Care Services and takes timely action to ensure expeditious pre-employment screening and application process for potential applicants. Works closely with Human Resources Management staff to identify a variety of recruitment sources and methods for hard to fill positions.
Initiates personnel actions in HR Smart for reassignment, resignation, promotions, termination, and intra-VA transfer requests as assigned. Posts and writes job announcements and advertisements for all nursing positions as needed in collaboration with Human Resource Specialists for Title 5 positions and Title 38 positions (RN and ARNP) and Hybrid Title 38 positions (LPN and Medical Support Assistant).
Works closely with the selecting official to perform complete job analysis and competency requirements for Title 5 recruitments. May be assigned to develop, modify and/or update position descriptions to accurately reflect duties and responsibilities of the position to be filled. As such, submits position descriptions to the VISN 6 Centralized Classification Unit Leaf Portal.
Monitors, analyzes, and reports on hiring processes and nurse retention. Provides coverage and assistant with management of nursing staff, float pool, student nurse technician, VALOR program, Nurse Residency. Must demonstrate critical thinking skills, organizational skills, and interpersonal effectiveness.
Work Schedule: Full Time, Monday-Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: research, marketing, staff recognition; recruitment and hiring process; ability to apply analytical and evaluative methods and techniques; knowledge of specific health care delivery systems; experience with human capital regulations and standards of regulatory and credentialing groups; budget; recruitment and retention issues; knowledge of advanced functions in a variety of office automation software to include Access, Excel, PowerPoint, SharePoint, Visio, etc., and web based programs such as HR Smart, Leaf, VetPro, state licensing databases, and academic affiliation websites.

Physical Requirements: Work is typically performed in an office or medical center setting which is typically adequately lighted and climate controlled. Occasional travel will be required between universities, high schools, or other facilities within the VISN network, medical campuses, outpatient clinics within the DVA HCS, and for training and evaluation of programs.
