Primary Purpose of the Position is organizing, processing, developing, managing, disseminating information, and performing administrative support duties within the Deputy Associate Chief of Staff for Education (DACOS/E) office and when necessary provide back-up for the administrative processes of other team members in support of the goals and objectives of Education Service.
Duties
Major Duties as Assigned, but not limited to:
Incumbent provides a wide range of administrative and related functions to support Education Service. The complexities of supporting all facilities within CTVHCS require the ability to use considerable judgment and independent initiative in prioritizing and completing tasks and responsibilities:
Administrative Support -
Provides administrative support to the Deputy Associate Chief of Staff/Education (DACOS/E) and the service relative to administrative matters which include organizing, record keeping, management, directing, and participating in administrative duties that require networking with both clinical and administrative services throughout Central Texas Veterans Health Care System (CTVHCS), associated affiliate partners, and the community.
Keeps DACOS/E and Education staff informed on administrative events/services throughout the facility and maintains a working knowledge of daily activities. Maintains an intimate knowledge of pending, and anticipated projects under the purview of the DACOS/E. Incumbent must have the ability to work effectively under pressure and maintain the flexibility to prioritize work to accommodate frequent interruptions and changing needs.
Provides education and guidance as needed regarding the action processes for Education Service programs. Orients new staff to the administrative and logistics aspects of the Education office, i.e., location and use of reference materials, timekeeping information, etc. Assists with the development and/or revision of section SOPs, reporting tools, electronic platforms, and supporting resource materials for the DACOS/E and Education Service. Creates and maintains several databases of documents and associated items to ensure timely revision as directed.
Education Support -
Incumbent works closely with the Scholarship Coordinator to collect, process, and maintain documents for the following programs: Employee Incentive Scholarship Program (EISP), VA Nursing Education for Employees (VANEEP), National Nursing Education Initiative (NNEI), and Tuition Reimbursement program. Incumbent is responsible for collecting, compiling and initial review of application packets for completion and correct form usage. Independently assists staff in completing the application submission process. Plans, schedules, and conducts meetings with applicants as needed to ensure the applications are completed and that all requirements are met. The position is responsible for keeping records of all application documents, contracts, and associated documentation.
Incumbent serves as a liaison between the DLO or Agent in Place and requesting service for Continuing Education Accreditation requests. Works closely with Subject Matter Experts (SME) who are applying for continuing education accreditation and Agent in Place to ensures all forms and supporting documents are collected and completed in conjunction with EES/ FAS standards. Creates item numbers and scheduled offerings for EES/FAS accredited courses prior to submission of accreditation paperwork to the EES Field Accreditation Share Point. Assists designated Agent in Place with resolving any accreditation issues, following up to ensure resolution prior to presentation. Incumbent manages and performs work necessary to ensure the effective operation of all accredited training program activities. Coordinates and controls the use of training facilities, equipment, and materials for a large, and diverse training programs under the purview of the DACOS/E/DLO with special needs and/or logistical problems.
Education Application Portals -
Designs, executes, updates, and maintains Education Service application portals such as SharePoint and the Light Electronic Action Framework (LEAF) sites. Creates, maintains, and uploads Education portal application workflows, electronic documents, and content reflecting current, policy, processes, service and organization operations, and resource information for service sections. Communicates with key stakeholders to develop workflow mapping and associated forms. Builds and runs reports within LEAF
to meet the specific needs of Education Service and associated sections. Responsible for maintaining the quality and usefulness of the Education portal content. Works to develop and maintain content that is usable, findable, and relevant, as well as providing training and end user support to help employees use the portal capabilities effectively. Monitoring portal content for acceptable use, standards, accessibility (508). Assists end users with navigating and troubleshooting Education Service application portals.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
In addition to meeting the time-in-grade requirement above, you may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently performing clerical and administrative support duties related to collaborative training programs; preparing forms and correspondence; planning and coordinating training events and meetings; collecting and compiling data into report format; and utilizing and understanding computer operations and automated systems (such as various Microsoft Office programs) to create spreadsheets, databases, and reports.
In addition to meeting specialized experience requirements, applicant for this position must show possession of the following skills: Typing proficiency - Ability to type 40 words per minute. You will be rated on the following Competencies for this position:

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
