Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Legislative Analyst, you will use your knowledge of and experience with Office of the Assistant Secretary for Legislation to optimize business results and customer experience by:
Advising top Department officials on the views of the Assistant Secretary for Mental Health and Substance Use on mandatory health policy and program matters. Discusses problems and issues arising from assigned programmatic areas. Determines when and in what method such matters should be brought to the attention of the Assistant Secretary and/or the Deputy Assistant Secretary.
Reviewing proposed legislation in assigned program areas, analyzing such proposals in light of HHS and Administration policies and objectives, and distributes such proposals to other Departmental components for their comment; gathers cost estimates for the various proposals pertaining to assigned areas; formulates position and issue papers for the consideration of the Assistant Secretary and/or the Deputy Assistant Secretary.
Negotiating changes to legislative proposals which are acceptable to involved or concerned departmental components.
Drafting speeches and other summary materials for Agency use for correspondence dealing with substantive programs and legislative matters for signature.

Basic Qualifications: (if applicable)
GS-14 Specialized Experience: To qualify for the Legislative Analyst position, at the GS-14 level, candidates must have one year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service that include two (2) of the following:
Knowledge of Congress, congressional process and procedure and knowledge of a wide range of established public laws, policies, concepts, principles, and practices as they relate to the legislative process.
Knowledge of legislative activities and fund accounts to provide a basis for adjudicating budgetary marks and rendering propriety of funding decisions.
Develop legislative policies for program implementation and to solve organizational funding and legislative issues.
