This position is located in the Veterans Benefits Administration, Loan Guaranty Service, with the Property Management (PM) team. The incumbent serves as a Realty Specialist and is responsible for the monitoring and residual support of the VA service provider operation and to assure compliance with the requirements of the VA Property Management Service Contract and the Quality Assurance Surveillance Plan (QASP).
Duties
Review all reimbursable payment requests from the service provider for work under the contract and processes them for payment.
Perform on-site field reviews of VA Acquired properties under the management of the service provider.
Perform on-site and in-house quality assurance reviews of the service providers performance of contract deliverables.
Collect and analyzes data to formulate well-supported conclusions and recommendations.
Prepare comprehensive preliminary and final reports.
Provide technical assistance, guidance and training to the service provider.
Assist with development of guidelines and procedures for use in monitoring programs.
Identifies actions necessary for the correction of deficiencies in the service provider's operations.
Serves as a subject matter expert on all matters concerning monitoring of program participants.

Specialized Experience:
GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) assuring compliance by applying regulations, policies, procedures and practices relating to property management operations for a national-level single family home loan program (s); (2) analyzing, comprehending, and applying decisions derived from a variety of data or complex information for quality assurance; AND (3) communicating orally and in writing with personnel at all organizational levels and with officials of other departments, agencies and/or industry partners.
There is no authorized substitution of education, for the specialized experience required at the grade level GS-12.
