This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will perform as Acquisition Branch Chief, responsible for the acquisition of real property of the Department of the Army under the jurisdiction of the Corps of Engineers, and located within the Nashville District.

Duties

Manage the real estate acquisition program by coordination of workload and overseeing timely completion. Inform team members of changes in criteria, policy and procedures which affect work underway or future work. Participate in project scope, time and cost estimates and quality control/assurance issues to meet partner/customer expectations. Responsible for supervising, training, and mentoring Acquisition Branch employees in overall programmatic execution of acquisition activities for federal and cost shared projects including fee simple, easements, licenses, land exchanges and inleases. Oversee the acquisition, residential relocation assistance and utility/facility relocations associated with cost shared projects on behalf of the Non-Federal Sponsor. Confirm residential relocation assistance is provided in accordance with the Uniform Act. Oversee sponsor/federal acquisition in support of Real Estate Certification prior to award of construction contracts. Maintain responsibility for Districts'-in-leasing program. Assign work based on priorities, difficulty of assignment, capabilities and availability of employees. Develop performance standards, evaluates performance and, where appropriate, give awards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure form OGE 450 to be completed, and annually thereafter in accordance with DoD Directive 5500-7-R.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • This is an Army Acquisition, Logistics, and Technology Workforce position.
  • Selectee must meet position requirements for practitioner certification in Engineering and Technical Management within 60 months as of entrance on duty.

To qualify at the GS-13 grade level, you must have: Specialized Experience: One year of specialized experience which includes: overseeing, reviewing, and providing guidance on real estate issues, policies, and changes impacting real estate acquisition; and applying real-estate principles, and concepts, practices; and experience in the process of acquisition and relocation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
