You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT (N8) of COMNAVREG MIDLANT NORFOLK.
Duties
You will ensure applicants are qualified for appointment to such accounts and the appropriate spending controls according to established guidance.
You will assist the Regional APC and the Alternate Regional APC in implementing requested changes, additions and/or deletions of individual account's demographics and controls as required.
You will maintain records for each established account for card members, approving officials, and applications.
You will collaborate with financial analysts to research invoice payment issues and determine the proper course of action for resolution.
You will ensure the dissemination of approved training materials to all APCs and providing assistance to fellow APCs by performing training on their behalf to cardholders, approving officials, and other participants as needed.
You will raise issues and concerns up-line to supervisors and upper management.
You will provide technical advice in the interpretation of guiding instructions for credit cards.
You will act as the liaison between the Regional APC and the approving officials and cardholders for the associated banking agencies that issue the credit cards.
you will conduct root cause analysis for non-compliance or repeated systematic erroneous occurrences and submitting findings to the Regional APC or Alternate APC for approval of recommended corrections.
You will enforce established fiduciary guidelines resulting in effective execution of financial authority.
You will assist in problem resolution to promote process improvements to the program.
You will assist the Regional APC to compile and submit reoccurring status reports and intermittent data calls.
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11:
I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) Analyzing financial information using spreadsheets and various databases to formulate budget estimates, evaluate budget requests, report expenditures, perform research, and reconciliations for multiple programs, installations, functions, and special projects; 2) Utilizing electronic financial systems to manage accounting, budget, and other related financial management works; 3) Resolving a range of complex financial problems through the development of alternative solutions; 4) Reconciling financial reports to ensure all commitment, obligation, expenditure, and liquidation documents are accurately reflected in the database; and 5) Developing timely and accurate managerial accounting reports, budget execution reports, and financial management reports; and 6) Overseeing and managing Government Purchase Card transactions. GS-09:
I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1 ) Analyzing financial information using spreadsheets and various databases; 2) Utilizing electronic financial systems to research accounting, budget, and other related financial management works; 3) Assisting with a range of complex financial problems through the development of alternative solutions; 4) Assisting and reviewing timely and accurate managerial accounting reports, budget execution reports, and financial management reports; and 5) Assisting in overseeing Government Purchase Card transactions. For GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher-level graduate education leading to a master's degree
OR
Possession of an LL.M. that is related to this position being filled.
