Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an Ethics Specialist, you will use your knowledge of and experience to optimize business results and customer experience by:
Collecting and analyzing data relating to the ethics program at SAMHSA; including financial disclosure (EFDS and Integrity) and outside activity (OARS).
Reviewing and analyzing data necessary for the Annual Ethics Questionnaire required by the Office of Government Ethics.
Providing expert advice on the interpretation and application of statutes, regulations, and policies to SAMHSA employees on issues including financial disclosure, outside activities, official duty activities with outside organizations, recusals, gifts and gift exceptions, waivers, seeking employment, post-employment, sponsored travel, political activity, procurement integrity, and other activities covered by relevant statutes, regulations, and related rules upon initial appointment consideration of recruits, during holding of office, and on post-employment matters.
Supporting all aspects of public and confidential financial disclosures, including determining who should file, coordinating the annual notification of employees concerning reporting procedures, and reviewing forms for completeness and compliance with statutory and regulatory requirements.
Working with staff to assess the usefulness and accuracy of ethics information provided to administrative operations and program activities, as well as to explore areas where additional information/guidance is needed considering SAMHSA and HHS missions.
Conducting, advising, and preparing in-depth analyses of complex business relationships, and preparing drafts of recommendations which address ethics concerns for the SAMHSA Management Analyst/Ethics Coordinator.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least three (3) of the following:
Assisting in formulating, supporting, planning, development, and/or implementation of ethics training, including designing curricula that incorporates controversial issues and relevant case law.
Developing and/or documentation of agency specific policies and procedures.
Conducting initial review of financial disclosure reports.
Developing and/or presenting briefings and training sessions addressing all ethics related topics (i.e., financial disclosure reporting, new employee orientation, conflict of interest, invitations from non-federal sources, gift acceptance, political activity, seeking and post-employment, and non-federal representation).
Designing and/or implementing policies, programs, and procedural instructions relating to ethics management control systems.
