The primary purpose of this position is to serve as a budget analyst and resources advisor in the 611 Air Operations Center commander's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.

Duties

Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Provides advice, assistance, and guidance on budgeting and related information. Conducts analyses, reviews, and special studies of budget and/or related information. Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

  • Travel and relocation expenses will not be paid. This position is subject to provisions of the DoD Priority Placement Program.

  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.
  • Safeguards sensitive budget-related information and/or files. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • The work requires the incumbent to obtain and maintain a Secret security clearance.
  • This position is Emergency Essential. In the event of a crisis, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority.
  • The incumbent or the designated alternate may be required to take part in readiness exercises.
  • This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status.
  • Employee must sign DD Form 2365 as a condition of employment. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency (continued).
  • (Continued) or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes a detailed, intensive knowledge of budgetary methods, practices, procedures, regulations, precedents, policies, and other AF MAJCOM, and installation guides which apply to assigned organizations and programs; sources, types, and methods of funding for assigned organizations and programs, and budgetary and financial relationships between assigned budget(s) and budgets and programs of other agency components and organizations. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro- rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
